山東省新能源產業發展規劃
(2018-2028年)
新(xin)能源是全球(qiu)具有戰(zhan)略(lve)性和(he)先導性的(de)(de)新(xin)興產業(ye),代(dai)表著未來技(ji)術變革(ge)和(he)能源發展的(de)(de)方向,是調整(zheng)優化產業(ye)結(jie)(jie)構(gou)(gou)、培育發展新(xin)動能的(de)(de)重(zhong)要(yao)領域,是解(jie)決能源資源短缺、加強生態環境保護的(de)(de)重(zhong)要(yao)途(tu)徑。大力(li)發展新(xin)能源產業(ye),對提升(sheng)我(wo)省產業(ye)核(he)心(xin)競爭力(li),搶占未來經濟和(he)科技(ji)發展制(zhi)高(gao)點,加快(kuai)推進新(xin)舊動能轉(zhuan)換以及調整(zheng)優化能源結(jie)(jie)構(gou)(gou)都具有重(zhong)要(yao)的(de)(de)戰(zhan)略(lve)意(yi)義。
為全面貫徹黨的十九大精神和(he)習近平(ping)總書(shu)記綠色低碳發(fa)(fa)(fa)(fa)展(zhan)(zhan)理念,認真落實(shi)省(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)政府關于(yu)加快新(xin)舊(jiu)動能(neng)(neng)(neng)轉(zhuan)換的重(zhong)(zhong)大決策部(bu)署(shu),科學推進全省(sheng)(sheng)(sheng)新(xin)能(neng)(neng)(neng)源產業快速發(fa)(fa)(fa)(fa)展(zhan)(zhan),有效激發(fa)(fa)(fa)(fa)能(neng)(neng)(neng)源領域(yu)“新(xin)動能(neng)(neng)(neng)”,根據《山(shan)東(dong)(dong)新(xin)舊(jiu)動能(neng)(neng)(neng)轉(zhuan)換綜合試(shi)驗(yan)區建設總體方案(an)》《山(shan)東(dong)(dong)省(sheng)(sheng)(sheng)新(xin)舊(jiu)動能(neng)(neng)(neng)轉(zhuan)換重(zhong)(zhong)大工程實(shi)施(shi)規劃(hua)》《能(neng)(neng)(neng)源生產和(he)消費(fei)革命戰略(2016-2030)》等(deng),制定(ding)《山(shan)東(dong)(dong)省(sheng)(sheng)(sheng)新(xin)能(neng)(neng)(neng)源產業發(fa)(fa)(fa)(fa)展(zhan)(zhan)規劃(hua)(2018-2028年)》(以下(xia)簡稱《規劃(hua)》)。《規劃(hua)》內容包括(kuo)發(fa)(fa)(fa)(fa)展(zhan)(zhan)基(ji)礎、發(fa)(fa)(fa)(fa)展(zhan)(zhan)形勢、發(fa)(fa)(fa)(fa)展(zhan)(zhan)思路原則目標、重(zhong)(zhong)點任務和(he)保(bao)障(zhang)措(cuo)施(shi)5個部(bu)分,涵蓋新(xin)能(neng)(neng)(neng)源汽車、核電、智(zhi)能(neng)(neng)(neng)電網及儲能(neng)(neng)(neng)、熱(re)泵、太陽能(neng)(neng)(neng)、風能(neng)(neng)(neng)、生物質能(neng)(neng)(neng)、氫(qing)能(neng)(neng)(neng)、可(ke)燃冰、海洋能(neng)(neng)(neng)等(deng)領域(yu)。
《規劃》基(ji)準年為2017年。
一、發展基礎
(一)發(fa)展現狀。
1.新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源裝(zhuang)(zhuang)備(bei)(bei)(bei)。我省(sheng)(sheng)(sheng)新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源裝(zhuang)(zhuang)備(bei)(bei)(bei)產業(ye)起步(bu)(bu)較(jiao)早,產業(ye)體系比較(jiao)完(wan)備(bei)(bei)(bei),綜合實力不(bu)斷提升,發(fa)(fa)(fa)展(zhan)勢頭良好(hao)。2017年(nian),全(quan)(quan)省(sheng)(sheng)(sheng)新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源產業(ye)增加值達到(dao)1100億元左右。太(tai)陽能(neng)(neng)(neng)(neng)(neng)光熱產業(ye)穩居全(quan)(quan)國(guo)(guo)首位,形(xing)成了濟南、德州、東營等各具特(te)色的(de)太(tai)陽能(neng)(neng)(neng)(neng)(neng)產業(ye)集聚區(qu)。依托(tuo)國(guo)(guo)家(jia)(jia)級(ji)核(he)電產業(ye)技術創新(xin)(xin)平臺、海(hai)陽核(he)電項目建設,煙臺已初步(bu)(bu)建立了集研(yan)發(fa)(fa)(fa)、制(zhi)(zhi)造(zao)(zao)、推廣應用于一體的(de)核(he)電產業(ye)體系,擁(yong)有萊山、海(hai)陽兩個省(sheng)(sheng)(sheng)級(ji)核(he)電工(gong)業(ye)園區(qu)和30多家(jia)(jia)核(he)電裝(zhuang)(zhuang)備(bei)(bei)(bei)制(zhi)(zhi)造(zao)(zao)及(ji)配套企(qi)業(ye),占(zhan)全(quan)(quan)省(sheng)(sheng)(sheng)核(he)電裝(zhuang)(zhuang)備(bei)(bei)(bei)產值90%的(de)市場份(fen)額。地熱能(neng)(neng)(neng)(neng)(neng)及(ji)空氣(qi)(qi)能(neng)(neng)(neng)(neng)(neng)裝(zhuang)(zhuang)備(bei)(bei)(bei)制(zhi)(zhi)造(zao)(zao)業(ye)快速發(fa)(fa)(fa)展(zhan),省(sheng)(sheng)(sheng)內具有一定規模的(de)地源熱泵、空氣(qi)(qi)源熱泵生(sheng)(sheng)產企(qi)業(ye)100余家(jia)(jia),熱泵系統(tong)集成企(qi)業(ye)300余家(jia)(jia),具有良好(hao)的(de)產業(ye)、技術支撐。智能(neng)(neng)(neng)(neng)(neng)電網產業(ye)發(fa)(fa)(fa)展(zhan)基礎較(jiao)好(hao),全(quan)(quan)省(sheng)(sheng)(sheng)中(zhong)小型變(bian)(bian)壓器(qi)產量居全(quan)(quan)國(guo)(guo)首位,擁(yong)有一批國(guo)(guo)內先進(jin)企(qi)業(ye),初步(bu)(bu)形(xing)成了以(yi)輸變(bian)(bian)電設備(bei)(bei)(bei)、配電自動化裝(zhuang)(zhuang)置和電網“互聯(lian)網+”等為特(te)色的(de)智能(neng)(neng)(neng)(neng)(neng)電網產業(ye)格局。新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源汽(qi)車生(sheng)(sheng)產規模穩步(bu)(bu)增長,2017年(nian),全(quan)(quan)省(sheng)(sheng)(sheng)共生(sheng)(sheng)產新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源汽(qi)車14.05萬輛,占(zhan)全(quan)(quan)國(guo)(guo)的(de)18%左右,成為新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源汽(qi)車生(sheng)(sheng)產大省(sheng)(sheng)(sheng)。
2.新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)應(ying)用(yong)。近(jin)年(nian)來,圍(wei)繞改善大(da)氣環境(jing)質量(liang)、減少煤炭(tan)等化(hua)石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消耗、調整優化(hua)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)結構,我省加(jia)快(kuai)推進新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)開發(fa)(fa)利(li)(li)(li)用(yong),推廣(guang)應(ying)用(yong)規模和范圍(wei)不斷擴大(da),成(cheng)(cheng)為全(quan)(quan)省能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)行業發(fa)(fa)展的突出亮點。截至2017年(nian)年(nian)底,全(quan)(quan)省全(quan)(quan)口徑(jing)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)開發(fa)(fa)利(li)(li)(li)用(yong)量(liang)占(zhan)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費(fei)總量(liang)的比(bi)重達(da)4.3%。新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電(dian)(dian)(dian)呈現跨越式發(fa)(fa)展,發(fa)(fa)電(dian)(dian)(dian)裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)達(da)2437萬千(qian)(qian)瓦(wa),占(zhan)全(quan)(quan)省電(dian)(dian)(dian)力總裝(zhuang)機(ji)(ji)的19.4%。其(qi)中(zhong),風(feng)電(dian)(dian)(dian)、光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)均突破千(qian)(qian)萬千(qian)(qian)瓦(wa)級,分別(bie)達(da)到1061萬千(qian)(qian)瓦(wa)、1052萬千(qian)(qian)瓦(wa);生物質發(fa)(fa)電(dian)(dian)(dian)裝(zhuang)機(ji)(ji)容(rong)(rong)量(liang)居(ju)全(quan)(quan)國(guo)首(shou)位(wei),達(da)到216萬千(qian)(qian)瓦(wa);海陽核(he)電(dian)(dian)(dian)一(yi)期工程、榮(rong)成(cheng)(cheng)石島(dao)灣高(gao)溫(wen)氣冷堆(dui)示范工程建設有(you)序推進。新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)其(qi)他(ta)領域綜合利(li)(li)(li)用(yong)也實現新突破,太陽能(neng)(neng)(neng)光(guang)熱(re)產品集熱(re)面積保(bao)有(you)量(liang)約(yue)1.2億平方(fang)米(mi)(mi),占(zhan)全(quan)(quan)國(guo)的30%左右;地熱(re)供暖(nuan)面積4000萬平方(fang)米(mi)(mi),淺層地熱(re)能(neng)(neng)(neng)利(li)(li)(li)用(yong)居(ju)全(quan)(quan)國(guo)首(shou)位(wei);生物質固(gu)體(ti)成(cheng)(cheng)型燃(ran)料(liao)年(nian)利(li)(li)(li)用(yong)量(liang)約(yue)50萬噸(dun);車用(yong)乙醇汽油年(nian)試點推廣(guang)量(liang)約(yue)120萬噸(dun)。新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)汽車推廣(guang)快(kuai)速增長,累計保(bao)有(you)量(liang)14.6萬輛,充電(dian)(dian)(dian)基礎設施保(bao)有(you)量(liang)2.2萬個,均居(ju)全(quan)(quan)國(guo)前列(lie)。
3.新能(neng)源(yuan)技術(shu)(shu)(shu)(shu)。順應全球能(neng)源(yuan)技術(shu)(shu)(shu)(shu)革命發展趨勢,我(wo)(wo)省(sheng)在核(he)能(neng)、智能(neng)電(dian)網等重點領(ling)域(yu)(yu)技術(shu)(shu)(shu)(shu)實(shi)(shi)現突破(po)(po),氫能(neng)源(yuan)、海(hai)洋能(neng)等前瞻(zhan)性(xing)技術(shu)(shu)(shu)(shu)穩步推進,國(guo)(guo)(guo)(guo)家(jia)企(qi)業(ye)技術(shu)(shu)(shu)(shu)中(zhong)心(xin)(xin)(xin)(xin)、行(xing)業(ye)創新中(zhong)心(xin)(xin)(xin)(xin)等一(yi)(yi)(yi)批重大創新平(ping)臺(tai)(tai)逐(zhu)步建成,新能(neng)源(yuan)領(ling)域(yu)(yu)的科技創新支(zhi)撐能(neng)力(li)顯著(zhu)增強(qiang)(qiang)。截至(zhi)2017年年底(di),我(wo)(wo)省(sheng)新能(neng)源(yuan)領(ling)域(yu)(yu)共擁有國(guo)(guo)(guo)(guo)家(jia)工(gong)程(cheng)(cheng)實(shi)(shi)驗室1個、國(guo)(guo)(guo)(guo)家(jia)工(gong)程(cheng)(cheng)技術(shu)(shu)(shu)(shu)研(yan)(yan)究(jiu)中(zhong)心(xin)(xin)(xin)(xin)1個、國(guo)(guo)(guo)(guo)家(jia)工(gong)程(cheng)(cheng)研(yan)(yan)究(jiu)中(zhong)心(xin)(xin)(xin)(xin)1個、國(guo)(guo)(guo)(guo)家(jia)企(qi)業(ye)技術(shu)(shu)(shu)(shu)中(zhong)心(xin)(xin)(xin)(xin)22個、省(sheng)級(ji)(ji)工(gong)程(cheng)(cheng)實(shi)(shi)驗室31個、省(sheng)級(ji)(ji)重點實(shi)(shi)驗室5個、省(sheng)級(ji)(ji)工(gong)程(cheng)(cheng)技術(shu)(shu)(shu)(shu)研(yan)(yan)究(jiu)中(zhong)心(xin)(xin)(xin)(xin)28個、省(sheng)級(ji)(ji)工(gong)程(cheng)(cheng)研(yan)(yan)究(jiu)中(zhong)心(xin)(xin)(xin)(xin)7個。核(he)電(dian)防火保護產(chan)品“電(dian)纜及電(dian)纜橋(qiao)架防火包覆裝(zhuang)置”與“非能(neng)動實(shi)(shi)體防火保護結(jie)構”填補國(guo)(guo)(guo)(guo)內(nei)技術(shu)(shu)(shu)(shu)空白。核(he)電(dian)島內(nei)電(dian)纜生(sheng)產(chan)獲(huo)得(de)許可(ke),打破(po)(po)國(guo)(guo)(guo)(guo)外(wai)該技術(shu)(shu)(shu)(shu)壟斷。煙臺(tai)(tai)“國(guo)(guo)(guo)(guo)家(jia)級(ji)(ji)核(he)電(dian)產(chan)業(ye)技術(shu)(shu)(shu)(shu)創新平(ping)臺(tai)(tai)”是國(guo)(guo)(guo)(guo)內(nei)唯一(yi)(yi)(yi)集核(he)電(dian)技術(shu)(shu)(shu)(shu)研(yan)(yan)發與產(chan)業(ye)化于一(yi)(yi)(yi)體的國(guo)(guo)(guo)(guo)家(jia)級(ji)(ji)創新平(ping)臺(tai)(tai)。可(ke)燃(ran)冰勘察開采技術(shu)(shu)(shu)(shu)、裝(zhuang)備(bei)實(shi)(shi)現歷史(shi)性(xing)突破(po)(po),自(zi)主設(she)計制造全球最先(xian)進的超水(shui)深(shen)、雙鉆(zhan)(zhan)塔半(ban)潛式(shi)可(ke)燃(ran)冰鉆(zhan)(zhan)井平(ping)臺(tai)(tai),安裝(zhuang)工(gong)藝(yi)(yi)、焊接(jie)工(gong)藝(yi)(yi)世界領(ling)先(xian);在水(shui)合物微(wei)(wei)觀測(ce)試技術(shu)(shu)(shu)(shu)、仿真模擬實(shi)(shi)驗研(yan)(yan)究(jiu)等方面居全國(guo)(guo)(guo)(guo)前列(lie),為我(wo)(wo)國(guo)(guo)(guo)(guo)首次(ci)可(ke)燃(ran)冰成功(gong)試采提供了(le)(le)強(qiang)(qiang)有力(li)的理論和技術(shu)(shu)(shu)(shu)支(zhi)撐。深(shen)海(hai)鉆(zhan)(zhan)探隔水(shui)管(guan)打破(po)(po)了(le)(le)國(guo)(guo)(guo)(guo)外(wai)供應商對深(shen)海(hai)鉆(zhan)(zhan)采核(he)心(xin)(xin)(xin)(xin)部件(jian)的壟斷。電(dian)動汽(qi)車充電(dian)群管(guan)群控(kong)、微(wei)(wei)網控(kong)制與電(dian)網互動技術(shu)(shu)(shu)(shu)等達到(dao)國(guo)(guo)(guo)(guo)際領(ling)先(xian)水(shui)平(ping)。
4.新(xin)(xin)模(mo)式(shi)、新(xin)(xin)業(ye)(ye)態。新(xin)(xin)能源(yuan)產業(ye)(ye)和(he)互(hu)聯(lian)網(wang)、先(xian)進信息(xi)技術加速(su)融(rong)合,新(xin)(xin)能源(yuan)領域新(xin)(xin)模(mo)式(shi)、新(xin)(xin)業(ye)(ye)態不斷涌現(xian)(xian)。“光(guang)伏+漁(yu)業(ye)(ye)”“光(guang)伏+生態農(nong)(nong)業(ye)(ye)”“光(guang)伏+采煤(mei)塌陷地(di)治理(li)”等呈(cheng)現(xian)(xian)規模(mo)化發展(zhan)態勢。全國首創(chuang)的(de)“光(guang)伏+生態農(nong)(nong)業(ye)(ye)”綜合利(li)用發展(zhan)模(mo)式(shi)已在全國復制推(tui)廣,全球首條高速(su)光(guang)伏路面示范項目(mu)在濟南(nan)建成(cheng),實現(xian)(xian)交通運(yun)輸(shu)行(xing)業(ye)(ye)與新(xin)(xin)能源(yuan)產業(ye)(ye)的(de)深度(du)融(rong)合。新(xin)(xin)能源(yuan)汽(qi)車(che)(che)共享業(ye)(ye)務開始布(bu)局,推(tui)動傳統租賃模(mo)式(shi)向智能化、綠色(se)化、信息(xi)化轉變。以(yi)智慧車(che)(che)聯(lian)網(wang)為核心,以(yi)充(chong)電服務、汽(qi)車(che)(che)服務和(he)綜合能源(yuan)服務為重點(dian),打造了(le)“互(hu)聯(lian)網(wang)+智慧出行(xing)”生態體系、“互(hu)聯(lian)網(wang)+充(chong)電樁+新(xin)(xin)能源(yuan)汽(qi)車(che)(che)”新(xin)(xin)模(mo)式(shi),實現(xian)(xian)了(le)新(xin)(xin)能源(yuan)汽(qi)車(che)(che)、充(chong)電樁的(de)全程監控、大數(shu)據分析和(he)運(yun)營(ying)。建成(cheng)覆蓋全省(sheng)的(de)光(guang)纖(xian)主(zhu)干(gan)網(wang),220千伏及(ji)以(yi)下(xia)變電站全部(bu)實現(xian)(xian)無人值班,初步形成(cheng)了(le)“互(hu)聯(lian)網(wang)+電網(wang)”發展(zhan)格(ge)局。青島中德生態園等5個項目(mu)納入(ru)國家新(xin)(xin)能源(yuan)微電網(wang)示范,探索電力能源(yuan)服務的(de)新(xin)(xin)型商(shang)業(ye)(ye)運(yun)營(ying)模(mo)式(shi)和(he)新(xin)(xin)業(ye)(ye)態,推(tui)動更加具有活力的(de)電力市場化創(chuang)新(xin)(xin)發展(zhan)。
(二)呈(cheng)現特(te)點。近(jin)年來我省新能源應用和產業取得了長(chang)足發展,但仍存在一些亟待(dai)解(jie)決的問題(ti),主要呈(cheng)現以下(xia)特(te)點:
一(yi)是產(chan)業(ye)(ye)發(fa)展起步早,但(dan)(dan)規(gui)模(mo)總(zong)(zong)量(liang)偏小(xiao)。我(wo)省新(xin)能(neng)源發(fa)展起步較早,太(tai)陽能(neng)光(guang)熱(re)(re)產(chan)業(ye)(ye)率先在全國(guo)形成規(gui)模(mo),曾占(zhan)據半壁江山,但(dan)(dan)競爭優(you)勢逐(zhu)步減弱(ruo);生物(wu)質能(neng)、熱(re)(re)泵等(deng)最先實現產(chan)業(ye)(ye)化(hua),但(dan)(dan)行業(ye)(ye)地(di)位(wei)低、影響力(li)(li)弱(ruo);新(xin)能(neng)源汽車(che)發(fa)展較早,但(dan)(dan)創(chuang)新(xin)能(neng)力(li)(li)不強,產(chan)業(ye)(ye)規(gui)模(mo)不大,乘用(yong)(yong)車(che)自主品牌缺失。1986年(nian),威海(hai)榮成建成了全國(guo)第一(yi)個風電(dian)場(chang),2006年(nian),菏(he)澤單縣建成全國(guo)第一(yi)個農(nong)林生物(wu)質發(fa)電(dian)項目。目前,由(you)于缺乏可供規(gui)模(mo)化(hua)開(kai)發(fa)的水電(dian),核電(dian)項目也尚在建設,全省全口徑新(xin)能(neng)源開(kai)發(fa)利用(yong)(yong)占(zhan)能(neng)源消費總(zong)(zong)量(liang)比重僅為5.5%,低于全國(guo)8.7個百(bai)分點;新(xin)能(neng)源產(chan)業(ye)(ye)增加值僅占(zhan)全省GDP的1.5%,遠低于江蘇、浙江等(deng)先進省份(fen)的發(fa)展水平。
二(er)是新(xin)能(neng)源(yuan)應(ying)(ying)用發(fa)(fa)展快(kuai),但對產(chan)(chan)(chan)業帶動作(zuo)用弱。我(wo)(wo)省新(xin)能(neng)源(yuan)開發(fa)(fa)應(ying)(ying)用快(kuai)速推進,“十(shi)二(er)五”以來,風(feng)電(dian)、光伏發(fa)(fa)電(dian)、生物質發(fa)(fa)電(dian)裝(zhuang)機容(rong)量(liang)年均分別(bie)增長33.8%、146.5%、31.9%。生物質發(fa)(fa)電(dian)裝(zhuang)機容(rong)量(liang)、太陽能(neng)光熱產(chan)(chan)(chan)品集熱面(mian)積保有(you)量(liang)、地熱能(neng)供暖(制冷)面(mian)積一直保持(chi)全(quan)國領先地位,2017年,我(wo)(wo)省光伏發(fa)(fa)電(dian)裝(zhuang)機容(rong)量(liang)也躍(yue)居全(quan)國首位,風(feng)電(dian)裝(zhuang)機容(rong)量(liang)進入(ru)全(quan)國前五位。但新(xin)能(neng)源(yuan)裝(zhuang)備制造產(chan)(chan)(chan)業規模不大,發(fa)(fa)展速度(du)不快(kuai),應(ying)(ying)用與產(chan)(chan)(chan)業融合度(du)低,產(chan)(chan)(chan)業支撐能(neng)力較弱,不能(neng)有(you)效滿(man)足新(xin)能(neng)源(yuan)應(ying)(ying)用快(kuai)速增長的(de)需(xu)求。
三是企(qi)業(ye)(ye)數(shu)量多(duo),但龍頭企(qi)業(ye)(ye)少。我(wo)省新(xin)(xin)能(neng)(neng)(neng)源領域企(qi)業(ye)(ye)總量達(da)2400余(yu)家(jia)(jia)(jia),但是大部分企(qi)業(ye)(ye)規模較小,龍頭骨干企(qi)業(ye)(ye)不(bu)多(duo),帶動作用不(bu)強,產(chan)業(ye)(ye)集聚效應不(bu)夠顯著。2017年,無(wu)一家(jia)(jia)(jia)新(xin)(xin)能(neng)(neng)(neng)源企(qi)業(ye)(ye)入(ru)圍山東百強企(qi)業(ye)(ye),產(chan)值(zhi)過(guo)百億的(de)新(xin)(xin)能(neng)(neng)(neng)源企(qi)業(ye)(ye)僅有(you)(you)2家(jia)(jia)(jia)。江蘇省僅光伏產(chan)業(ye)(ye)產(chan)值(zhi)超過(guo)百億元的(de)已達(da)6家(jia)(jia)(jia),南京市智能(neng)(neng)(neng)電網產(chan)業(ye)(ye)在(zai)國內市場占有(you)(you)率超過(guo)70%。
四是產(chan)(chan)(chan)業(ye)門(men)類(lei)齊(qi)全,但(dan)核(he)(he)心(xin)競爭(zheng)力(li)(li)不(bu)足(zu)。我(wo)省已(yi)初步(bu)形成太陽能(neng)(neng)(neng)(neng)、風能(neng)(neng)(neng)(neng)、生物質(zhi)能(neng)(neng)(neng)(neng)、地熱能(neng)(neng)(neng)(neng)、新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)汽車、智能(neng)(neng)(neng)(neng)電網等(deng)門(men)類(lei)比較齊(qi)全的(de)(de)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)(chan)業(ye)發展(zhan)體(ti)系,但(dan)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)科(ke)技創(chuang)新(xin)投入不(bu)足(zu),自主創(chuang)新(xin)技術薄弱(ruo),導致產(chan)(chan)(chan)業(ye)發展(zhan)層次不(bu)高(gao)、核(he)(he)心(xin)競爭(zheng)力(li)(li)不(bu)強,缺乏制造(zao)關鍵核(he)(he)心(xin)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)裝備的(de)(de)龍頭(tou)企(qi)業(ye),缺少具有國際國內影響力(li)(li)的(de)(de)知(zhi)名品(pin)牌,產(chan)(chan)(chan)業(ye)產(chan)(chan)(chan)品(pin)配(pei)套協作(zuo)能(neng)(neng)(neng)(neng)力(li)(li)不(bu)強,以基地或集聚區建設為載(zai)體(ti)的(de)(de)發展(zhan)格局尚未形成,新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)(chan)業(ye)總體(ti)上全而(er)不(bu)優、多(duo)而(er)不(bu)強。
二、發展形勢
當前,新(xin)(xin)一輪科技革命和產業變革加速(su)孕育(yu)、集(ji)聚(ju)迸發,新(xin)(xin)能源領(ling)域技術創(chuang)新(xin)(xin)層出(chu)不(bu)窮,新(xin)(xin)模式、新(xin)(xin)業態不(bu)斷涌現,我省新(xin)(xin)能源產業發展機遇與挑戰并存,必須(xu)統籌全局,把握機遇,因勢利(li)導,集(ji)中力(li)量實(shi)現跨越式發展。
從國(guo)際(ji)看,以新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)為代(dai)表的(de)新(xin)興(xing)產業重大顛覆性創新(xin)不(bu)時出現,新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)汽車、頁巖氣等(deng)關鍵技(ji)術(shu)(shu)不(bu)斷突破,分布式能(neng)(neng)源(yuan)(yuan)(yuan)、能(neng)(neng)源(yuan)(yuan)(yuan)互聯(lian)網等(deng)領域蓬勃興(xing)起;新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)技(ji)術(shu)(shu)與新(xin)一代(dai)信息技(ji)術(shu)(shu)、互聯(lian)網、大數據(ju)等(deng)相互滲(shen)透、不(bu)斷融合,各(ge)主要(yao)國(guo)家(jia)紛(fen)紛(fen)將新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)作為科技(ji)創新(xin)的(de)戰略制高點和產業轉型發(fa)(fa)展(zhan)的(de)先(xian)手棋。同(tong)時,在全球共同(tong)應對氣候變化的(de)大背(bei)景下(xia),歐盟(meng)、日本、北美等(deng)主要(yao)發(fa)(fa)達國(guo)家(jia)紛(fen)紛(fen)更新(xin)和制定新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)戰略,能(neng)(neng)源(yuan)(yuan)(yuan)加速向清潔化、低碳化新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)時代(dai)邁進。
從國(guo)內(nei)看(kan),我國(guo)經(jing)濟已由高速增(zeng)長階段轉向高質(zhi)量(liang)(liang)發展(zhan)階段,黨的(de)十(shi)九大(da)深刻闡明了習近(jin)平新(xin)(xin)時代(dai)中國(guo)特(te)色(se)社會(hui)主義思(si)想,將“構(gou)建市(shi)場導向的(de)綠色(se)技術(shu)創新(xin)(xin)體系,壯大(da)清(qing)潔能(neng)源產業”納(na)入加快生態文明體制改革、建設美麗中國(guo)的(de)重要(yao)篇章,為(wei)加快推動(dong)新(xin)(xin)能(neng)源產業發展(zhan)、培育經(jing)濟社會(hui)發展(zhan)新(xin)(xin)動(dong)能(neng)指明了方向。順應(ying)全球能(neng)源清(qing)潔低碳發展(zhan)的(de)大(da)趨勢,我國(guo)加快實施(shi)油氣(qi)替代(dai)煤炭、非化石能(neng)源替代(dai)化石能(neng)源“雙(shuang)替代(dai)戰略”,明確(que)提出“到2030年(nian),非化石能(neng)源占(zhan)能(neng)源消(xiao)費(fei)總量(liang)(liang)比重達(da)到20%左右”,使新(xin)(xin)能(neng)源與可(ke)再生能(neng)源成為(wei)能(neng)源增(zeng)量(liang)(liang)的(de)主要(yao)力量(liang)(liang)。
從省(sheng)(sheng)(sheng)內看(kan),我省(sheng)(sheng)(sheng)能源(yuan)(yuan)消(xiao)費總(zong)量大,煤(mei)炭消(xiao)費占比高,減少煤(mei)炭消(xiao)費、加快(kuai)能源(yuan)(yuan)結(jie)構優(you)化(hua)調整(zheng)壓力巨大。《山東(dong)省(sheng)(sheng)(sheng)能源(yuan)(yuan)中長期發展規(gui)劃》已明確提(ti)(ti)出“到2030年,全省(sheng)(sheng)(sheng)新(xin)能源(yuan)(yuan)和可再生能源(yuan)(yuan)消(xiao)費提(ti)(ti)高到18%左右”。同時,我省(sheng)(sheng)(sheng)資源(yuan)(yuan)型(xing)、重化(hua)型(xing)產業(ye)(ye)結(jie)構突出,提(ti)(ti)升產業(ye)(ye)層次、優(you)化(hua)產業(ye)(ye)結(jie)構、實(shi)現(xian)轉(zhuan)型(xing)升級的任務十(shi)(shi)分艱(jian)巨。《山東(dong)省(sheng)(sheng)(sheng)新(xin)舊動能轉(zhuan)換重大工程(cheng)實(shi)施規(gui)劃》將新(xin)能源(yuan)(yuan)新(xin)材料產業(ye)(ye)納(na)入(ru)十(shi)(shi)強產業(ye)(ye),為新(xin)能源(yuan)(yuan)產業(ye)(ye)發展提(ti)(ti)供了重大歷史(shi)機遇。要按(an)照省(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)政府的統一決策部署,依托既(ji)有產業(ye)(ye)基礎,抓住重點、突出特(te)色(se),明確主攻方向,集中優(you)勢資源(yuan)(yuan),實(shi)現(xian)快(kuai)速高效發展。
三、發展思路、原則和目標
(一)發(fa)展(zhan)思(si)路。以習近平新(xin)(xin)時代中(zhong)國(guo)(guo)特色社會主義思(si)想為(wei)(wei)指導(dao),全面貫徹黨的(de)十(shi)九(jiu)大和十(shi)九(jiu)屆二中(zhong)、三中(zhong)精(jing)神,認真(zhen)落實(shi)(shi)省委(wei)、省政(zheng)府新(xin)(xin)舊(jiu)動(dong)(dong)能轉(zhuan)(zhuan)換重大工程決策部署,牢固(gu)樹(shu)立新(xin)(xin)發(fa)展(zhan)理念,以供給(gei)側結(jie)構性改革(ge)為(wei)(wei)主線,以新(xin)(xin)技(ji)術(shu)、新(xin)(xin)產業(ye)(ye)(ye)、新(xin)(xin)業(ye)(ye)(ye)態、新(xin)(xin)模(mo)式為(wei)(wei)核(he)心,堅(jian)持綠色低(di)碳發(fa)展(zhan)方針,轉(zhuan)(zhuan)變(bian)發(fa)展(zhan)方式,強化(hua)技(ji)術(shu)創新(xin)(xin),完善體(ti)制機(ji)制,促進產業(ye)(ye)(ye)智(zhi)慧化(hua)、智(zhi)慧產業(ye)(ye)(ye)化(hua)、跨界融合化(hua)、品牌(pai)高端(duan)化(hua),積(ji)極推動(dong)(dong)新(xin)(xin)能源產業(ye)(ye)(ye)多元化(hua)、規模(mo)化(hua)、高質量發(fa)展(zhan),打造(zao)一批國(guo)(guo)內領先、在國(guo)(guo)際有影響力的(de)產業(ye)(ye)(ye)集聚區和特色產業(ye)(ye)(ye)集群,逐(zhu)步實(shi)(shi)現由“山東制造(zao)”向“山東智(zhi)造(zao)”“山東創造(zao)”轉(zhuan)(zhuan)變(bian),為(wei)(wei)新(xin)(xin)舊(jiu)動(dong)(dong)能轉(zhuan)(zhuan)換提供強有力支撐(cheng)。
(二)發展原(yuan)則。
統(tong)籌規劃,協調(diao)(diao)發(fa)展(zhan)。統(tong)籌規劃新能源產業(ye)發(fa)展(zhan)與經(jing)濟(ji)社會轉型(xing)、能源總體布局、生態環(huan)境保護以及新型(xing)城鎮化建設,堅持(chi)規劃引導、科學推進,注(zhu)重規劃統(tong)籌協調(diao)(diao)發(fa)展(zhan),注(zhu)重開發(fa)利用與產業(ye)提升、技(ji)術(shu)進步協調(diao)(diao)發(fa)展(zhan)。統(tong)籌陸地和海洋經(jing)濟(ji)協調(diao)(diao)發(fa)展(zhan),拓展(zhan)成(cheng)長空間,形(xing)成(cheng)自身發(fa)展(zhan)新優勢與周邊協同(tong)互動新格(ge)局。
突出重點,優質(zhi)發(fa)展。緊跟國內外新(xin)能(neng)源(yuan)(yuan)發(fa)展趨勢,加快推(tui)進新(xin)能(neng)源(yuan)(yuan)汽車、核電(dian)、智(zhi)能(neng)電(dian)網及儲能(neng)等重點領(ling)域發(fa)展,依托項目拉動(dong)和產業帶(dai)動(dong),大力(li)提升(sheng)新(xin)能(neng)源(yuan)(yuan)產業發(fa)展層次,壯大產業規模,促進新(xin)能(neng)源(yuan)(yuan)產業優質(zhi)高效發(fa)展。
因地制宜,集聚(ju)發(fa)(fa)展。依據(ju)我省新(xin)舊動(dong)能轉換重大工程(cheng)實施規劃,結(jie)合各市(shi)(shi)發(fa)(fa)展定位,明確各市(shi)(shi)新(xin)能源產業發(fa)(fa)展方(fang)向,培(pei)育(yu)壯大龍頭(tou)骨干企(qi)業,加強產業上下游協作,延伸產業鏈條(tiao)。創新(xin)管理運營機制,推動(dong)“筑(zhu)巢引新(xin)鳳”“無(wu)中生有(you)”,培(pei)育(yu)特色經濟和優勢產業,打(da)造若干具有(you)核心競爭(zheng)力的產業集聚(ju)區和特色產業基地。
科技(ji)引(yin)領,創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)發(fa)展。堅持世界眼光、國際標準、山東特色,積極學(xue)習國內(nei)外相關領域(yu)的新(xin)(xin)(xin)(xin)(xin)理(li)論、新(xin)(xin)(xin)(xin)(xin)技(ji)術,加強原(yuan)始創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)、集(ji)成(cheng)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)和(he)引(yin)進消(xiao)化(hua)吸收再創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin),不斷提升自主研發(fa)能(neng)力(li);健全完善(shan)產學(xue)研用緊密結合的科技(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)體(ti)(ti)系,加快(kuai)技(ji)術創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)、體(ti)(ti)制(zhi)機制(zhi)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)、商業(ye)模(mo)式(shi)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin),充分發(fa)揮市(shi)場(chang)配置資源的決定性作(zuo)用,提高新(xin)(xin)(xin)(xin)(xin)能(neng)源市(shi)場(chang)競爭力(li),促進產業(ye)升級壯大。
(三)發展(zhan)目標(biao)。未(wei)來(lai)5-10年(nian),建成以創新(xin)引領(ling)、智(zhi)能(neng)(neng)高效(xiao)(xiao)(xiao)、龍頭帶動、集(ji)群發展(zhan)為(wei)核心(xin)特(te)征(zheng)的新(xin)能(neng)(neng)源裝備制造體(ti)系,形成一(yi)批(pi)國(guo)內領(ling)先(xian)、國(guo)際一(yi)流的知名企業(ye)和(he)品牌;逐步構筑以綠色(se)低碳、節能(neng)(neng)高效(xiao)(xiao)(xiao)、多元(yuan)互補、智(zhi)慧互聯(lian)為(wei)主要(yao)特(te)征(zheng)的能(neng)(neng)源消費(fei)體(ti)系,新(xin)能(neng)(neng)源消費(fei)比重顯著提高,新(xin)能(neng)(neng)源供應基本(ben)滿足未(wei)來(lai)能(neng)(neng)源消費(fei)增量需(xu)求;力(li)爭把(ba)新(xin)能(neng)(neng)源產業(ye)發展(zhan)打造成為(wei)我省重要(yao)支柱產業(ye),有效(xiao)(xiao)(xiao)促(cu)進我省能(neng)(neng)源結構轉型(xing)與綠色(se)低碳發展(zhan)。
新(xin)能源產(chan)業(ye)規模不斷壯大(da)。到2022年,全(quan)省新(xin)能源產(chan)業(ye)總(zong)產(chan)值(zhi)力(li)爭(zheng)達(da)到7000億元,產(chan)業(ye)增加值(zhi)力(li)爭(zheng)達(da)到2400億元。到2028年,新(xin)能源產(chan)業(ye)總(zong)產(chan)值(zhi)、增加值(zhi)力(li)爭(zheng)分別達(da)到12000億元和(he)4000億元,成(cheng)為全(quan)省新(xin)的重要支柱(zhu)產(chan)業(ye)。
新能(neng)源(yuan)(yuan)應用規(gui)模不(bu)斷(duan)提高(gao)。到(dao)2022年,全(quan)省(sheng)(sheng)全(quan)口徑(jing)新能(neng)源(yuan)(yuan)開發利(li)用占能(neng)源(yuan)(yuan)消(xiao)費總(zong)量比重(zhong)提高(gao)至9%左(zuo)右,新能(neng)源(yuan)(yuan)發電(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)容量達(da)到(dao)4400萬(wan)千瓦(wa)左(zuo)右,占省(sheng)(sheng)內電(dian)(dian)力裝(zhuang)(zhuang)(zhuang)機(ji)的30%左(zuo)右。到(dao)2028年,全(quan)省(sheng)(sheng)全(quan)口徑(jing)新能(neng)源(yuan)(yuan)開發利(li)用占能(neng)源(yuan)(yuan)消(xiao)費總(zong)量比重(zhong)力爭(zheng)提高(gao)至15%左(zuo)右,新能(neng)源(yuan)(yuan)發電(dian)(dian)裝(zhuang)(zhuang)(zhuang)機(ji)達(da)到(dao)7500萬(wan)千瓦(wa)左(zuo)右,占省(sheng)(sheng)內電(dian)(dian)力裝(zhuang)(zhuang)(zhuang)機(ji)的40%左(zuo)右。
自主(zhu)(zhu)創新能力顯著增強。到(dao)2022年(nian),新能源產(chan)業(ye)(ye)(ye)技術(shu)(shu)研(yan)發投入占(zhan)主(zhu)(zhu)營(ying)業(ye)(ye)(ye)務收入的比(bi)(bi)重(zhong)達到(dao)3%以上,重(zhong)點骨干企業(ye)(ye)(ye)技術(shu)(shu)研(yan)發投入占(zhan)比(bi)(bi)達到(dao)5%左右;到(dao)2028年(nian),全省新能源產(chan)業(ye)(ye)(ye)技術(shu)(shu)研(yan)發投入占(zhan)比(bi)(bi)提高(gao)到(dao)5%以上,形成一(yi)批(pi)國(guo)內(nei)領(ling)先、國(guo)際有(you)影響力的自主(zhu)(zhu)技術(shu)(shu)、產(chan)品(pin)和品(pin)牌(pai)。
新(xin)能(neng)源(yuan)(yuan)產(chan)業(ye)(ye)(ye)集聚(ju)度大幅(fu)提升。到2022年(nian),打造5個年(nian)產(chan)值過(guo)千億元、在全(quan)國(guo)競爭優(you)勢突出(chu)(chu)的(de)(de)特(te)色產(chan)業(ye)(ye)(ye)集群,培(pei)育(yu)10家產(chan)值過(guo)百億的(de)(de)全(quan)國(guo)知名的(de)(de)龍頭(tou)骨干企業(ye)(ye)(ye),帶動培(pei)育(yu)一(yi)(yi)批專(zhuan)、精(jing)、特(te)、新(xin)的(de)(de)配套企業(ye)(ye)(ye)。到2028年(nian),新(xin)能(neng)源(yuan)(yuan)裝備大企業(ye)(ye)(ye)群體進(jin)一(yi)(yi)步壯(zhuang)大,區域特(te)色和優(you)勢更加突出(chu)(chu),實現(xian)由新(xin)能(neng)源(yuan)(yuan)產(chan)業(ye)(ye)(ye)大省(sheng)到新(xin)能(neng)源(yuan)(yuan)產(chan)業(ye)(ye)(ye)強省(sheng)的(de)(de)轉變。
四、重點任務
順(shun)應(ying)新(xin)能(neng)源產(chan)(chan)業(ye)發(fa)展趨(qu)勢,圍繞(rao)聚力建設新(xin)能(neng)源裝備和應(ying)用強省(sheng),結合我省(sheng)資源稟賦和產(chan)(chan)業(ye)基礎(chu),以技術(shu)創新(xin)為引領,加大要素支撐(cheng),分類施策,做(zuo)大做(zuo)強3大重(zhong)點產(chan)(chan)業(ye),優(you)化提升4大優(you)勢產(chan)(chan)業(ye),加快(kuai)布局(ju)3大前(qian)沿產(chan)(chan)業(ye),加快(kuai)新(xin)能(neng)源在電力、熱(re)力、交通等(deng)領域(yu)的(de)推廣應(ying)用,培(pei)育壯大5大特(te)色產(chan)(chan)業(ye)集(ji)群,推動我省(sheng)新(xin)能(neng)源產(chan)(chan)業(ye)實現(xian)高質量發(fa)展,建設具有國(guo)內尖端水平(ping)和全球(qiu)影響力的(de)新(xin)能(neng)源研發(fa)、檢驗(yan)檢測(ce)和產(chan)(chan)業(ye)發(fa)展高地。
(一)聚力做(zuo)大(da)(da)做(zuo)強3大(da)(da)重點產(chan)(chan)(chan)業(ye)(ye)。新能(neng)(neng)(neng)源汽車、核(he)電(dian)、智能(neng)(neng)(neng)電(dian)網及儲能(neng)(neng)(neng)是(shi)國民經(jing)濟重要的支(zhi)柱性、基(ji)礎(chu)性產(chan)(chan)(chan)業(ye)(ye),代(dai)表了當前和未來(lai)發展重要方向和技術制高點,是(shi)很多省(sheng)(sheng)份都在(zai)重點布(bu)局、合力推進的關鍵新能(neng)(neng)(neng)源產(chan)(chan)(chan)業(ye)(ye),也是(shi)我省(sheng)(sheng)從新能(neng)(neng)(neng)源產(chan)(chan)(chan)業(ye)(ye)大(da)(da)省(sheng)(sheng)向強省(sheng)(sheng)邁進的必由之路。結合我省(sheng)(sheng)產(chan)(chan)(chan)業(ye)(ye)布(bu)局和產(chan)(chan)(chan)業(ye)(ye)基(ji)礎(chu),聚焦3大(da)(da)重點產(chan)(chan)(chan)業(ye)(ye),積極培(pei)育壯大(da)(da)龍(long)頭企業(ye)(ye),加快產(chan)(chan)(chan)業(ye)(ye)聚集發展,完(wan)善產(chan)(chan)(chan)業(ye)(ye)鏈條,提升產(chan)(chan)(chan)業(ye)(ye)競(jing)爭力,努(nu)力走在(zai)全國前列(lie)。

2.可(ke)燃冰(bing)裝(zhuang)(zhuang)備(bei)產(chan)(chan)業。總結(jie)“藍(lan)鯨系(xi)列”鉆(zhan)(zhan)井平臺的先進經(jing)驗,加大發(fa)(fa)展勘探(tan)裝(zhuang)(zhuang)備(bei)、生(sheng)產(chan)(chan)作業裝(zhuang)(zhuang)備(bei)與(yu)電控設備(bei)的研發(fa)(fa)力(li)度。強(qiang)化(hua)深海(hai)鉆(zhan)(zhan)探(tan)成撬工程技(ji)術(shu)能力(li),推(tui)動參(can)與(yu)天(tian)然氣(qi)(qi)和凝析油勘探(tan)開(kai)發(fa)(fa)、天(tian)然氣(qi)(qi)處(chu)理、天(tian)然氣(qi)(qi)液(ye)化(hua)、海(hai)上(shang)(shang)運輸和銷售為一體的大型上(shang)(shang)游投資開(kai)發(fa)(fa)項目。以海(hai)洋地質研究機(ji)構為依托,加強(qiang)對(dui)可(ke)燃冰(bing)模擬實驗與(yu)測試(shi)、成藏(zang)過程與(yu)演化(hua)、資源(yuan)勘查與(yu)評(ping)價等(deng)技(ji)術(shu)與(yu)機(ji)理的研究,助力(li)可(ke)燃冰(bing)勘探(tan)開(kai)發(fa)(fa)。圍繞防(fang)砂、儲(chu)層改造、鉆(zhan)(zhan)完井、環(huan)境(jing)監測等(deng)關鍵環(huan)節,集(ji)中攻關,研究適(shi)應不同類型特點的試(shi)采工藝和技(ji)術(shu)裝(zhuang)(zhuang)備(bei),形成從開(kai)采到(dao)儲(chu)存到(dao)輸運的全環(huan)節技(ji)術(shu)體系(xi)。到(dao)2028年(nian),全省可(ke)燃冰(bing)裝(zhuang)(zhuang)備(bei)產(chan)(chan)業產(chan)(chan)值力(li)爭突破100億(yi)元(yuan)。

核(he)電(dian)。圍(wei)繞打(da)造(zao)全(quan)國重要的東(dong)部沿(yan)海(hai)核(he)電(dian)基地(di),以高溫氣冷堆(dui)、AP1000壓水堆(dui)、CAP1400大(da)(da)型(xing)先(xian)進壓水堆(dui)示范和商業化(hua)應(ying)用(yong)(yong)為核(he)心,積極(ji)穩(wen)妥、高效(xiao)安全(quan)地(di)推(tui)(tui)(tui)進核(he)電(dian)發展(zhan)。穩(wen)妥推(tui)(tui)(tui)進海(hai)陽核(he)電(dian)一期(qi)(qi)工程、榮成(cheng)石島灣高溫氣冷堆(dui)示范項目(mu)建(jian)設,力爭2019年(nian)年(nian)底前建(jian)成(cheng)投(tou)產。有序推(tui)(tui)(tui)進海(hai)陽、榮成(cheng)兩大(da)(da)核(he)電(dian)廠(chang)址后續項目(mu)相關工作,爭取早日開工建(jian)設并建(jian)成(cheng)投(tou)運。加強潛在核(he)電(dian)廠(chang)址資源的勘探和保(bao)護,適時啟(qi)動沿(yan)海(hai)第三(san)核(he)電(dian)廠(chang)址前期(qi)(qi)工作。圍(wei)繞打(da)造(zao)煙臺核(he)能多元化(hua)綜合(he)利用(yong)(yong)基地(di),整合(he)ACP100S、ACPR50S、海(hai)工平(ping)臺等相關技術,穩(wen)妥推(tui)(tui)(tui)進海(hai)上清(qing)潔能源綜合(he)供給平(ping)臺建(jian)設,促進核(he)能多元化(hua)利用(yong)(yong)。

生(sheng)物(wu)(wu)質(zhi)發電(dian)(dian)(dian)(dian)(dian)。堅持因地制(zhi)宜、規劃先(xian)行、合(he)理(li)布局(ju)、多元發展,科學(xue)推(tui)(tui)動(dong)生(sheng)物(wu)(wu)質(zhi)能資(zi)源(yuan)的(de)能源(yuan)化循環利(li)用(yong)和(he)清(qing)潔利(li)用(yong)。在(zai)(zai)魯西(xi)北(bei)、魯中(zhong)(zhong)等農作物(wu)(wu)秸(jie)稈(gan)豐富地區(qu),重點(dian)建設農作物(wu)(wu)秸(jie)稈(gan)為主的(de)生(sheng)物(wu)(wu)質(zhi)發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)(mu);在(zai)(zai)魯南木(mu)材加工聚集區(qu)和(he)農作物(wu)(wu)秸(jie)稈(gan)豐富地區(qu),重點(dian)建設農林生(sheng)物(wu)(wu)質(zhi)發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)(mu);在(zai)(zai)膠(jiao)東半島果(guo)樹枝(zhi)椏柴資(zi)源(yuan)豐富地區(qu),重點(dian)建設林木(mu)資(zi)源(yuan)為主的(de)生(sheng)物(wu)(wu)質(zhi)發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)(mu)。在(zai)(zai)落(luo)實環保(bao)、選(xuan)址、垃圾資(zi)源(yuan)量及社會穩定風險(xian)評估等條件的(de)前(qian)提下,穩步推(tui)(tui)進城鎮生(sheng)活(huo)垃圾發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)(mu)。在(zai)(zai)工業有機廢水(shui)無(wu)害化處理(li)集中(zhong)(zhong)地區(qu)和(he)畜禽規模化養殖(zhi)地區(qu),合(he)理(li)布局(ju)沼氣(qi)發電(dian)(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)(mu)。力爭到2022年(nian),全省(sheng)生(sheng)物(wu)(wu)質(zhi)發電(dian)(dian)(dian)(dian)(dian)裝(zhuang)機容(rong)量達到350萬(wan)千瓦(wa)左右(you);到2028年(nian),全省(sheng)生(sheng)物(wu)(wu)質(zhi)發電(dian)(dian)(dian)(dian)(dian)裝(zhuang)機容(rong)量達到500萬(wan)千瓦(wa)左右(you)。
外(wai)電(dian)(dian)入魯(lu)。著眼保障未來山(shan)東經濟社會發展、壓(ya)減煤炭、擴大(da)非化石能(neng)源(yuan)消費等(deng)實(shi)際需要(yao),強(qiang)化外(wai)電(dian)(dian)在全(quan)省(sheng)電(dian)(dian)力(li)供(gong)(gong)應保障和(he)消費升級(ji)中的供(gong)(gong)應能(neng)力(li)。完善特高壓(ya)骨干網(wang)絡,積極做好與(yu)已建成的錫盟、榆橫、扎魯(lu)特、上海廟四條外(wai)電(dian)(dian)入魯(lu)特高壓(ya)送(song)電(dian)(dian)通道送(song)端省(sheng)份(fen)銜接(jie),落實(shi)配套電(dian)(dian)源(yuan)和(he)送(song)電(dian)(dian)電(dian)(dian)量與(yu)電(dian)(dian)價,盡早實(shi)現規(gui)劃送(song)電(dian)(dian)能(neng)力(li),有序(xu)擴大(da)省(sheng)外(wai)來電(dian)(dian)規(gui)模。加快建設濰坊(昌樂)至臨沂(高鄉)至棗莊至菏澤至石家莊(邢臺(tai))特高壓(ya)環(huan)網(wang)工程;繼續開展“外(wai)電(dian)(dian)入魯(lu)”新(xin)通道研究。到2022年,全(quan)省(sheng)接(jie)受省(sheng)外(wai)來電(dian)(dian)能(neng)力(li)力(li)爭(zheng)達(da)(da)到3500萬(wan)(wan)千瓦(wa)左右,占全(quan)省(sheng)可用電(dian)(dian)力(li)裝機的比重(zhong)達(da)(da)到30%;到2028年,接(jie)受省(sheng)外(wai)來電(dian)(dian)能(neng)力(li)力(li)爭(zheng)達(da)(da)到5000萬(wan)(wan)千瓦(wa)左右。
抽(chou)水(shui)(shui)蓄(xu)(xu)(xu)(xu)(xu)(xu)能(neng)。綜合(he)考慮地形地質、水(shui)(shui)文氣象等條件(jian)以(yi)及電(dian)網(wang)需求,統籌抽(chou)水(shui)(shui)蓄(xu)(xu)(xu)(xu)(xu)(xu)能(neng)發展與(yu)電(dian)源(yuan)建設,合(he)理規劃布(bu)(bu)局(ju)抽(chou)水(shui)(shui)蓄(xu)(xu)(xu)(xu)(xu)(xu)能(neng)電(dian)站,確(que)保電(dian)網(wang)安全(quan)(quan)穩(wen)定運(yun)行。在膠(jiao)東(dong)負荷中(zhong)心(xin)布(bu)(bu)局(ju)抽(chou)水(shui)(shui)蓄(xu)(xu)(xu)(xu)(xu)(xu)能(neng)電(dian)站,增強區(qu)域電(dian)網(wang)調峰能(neng)力,提(ti)高(gao)東(dong)部沿(yan)海(hai)核電(dian)基地電(dian)力送出和風電(dian)等可(ke)再(zai)生(sheng)能(neng)源(yuan)發電(dian)消納水(shui)(shui)平(ping);在“外電(dian)入魯(lu)”通道落點集(ji)中(zhong)的魯(lu)中(zhong)、魯(lu)南地區(qu)布(bu)(bu)局(ju)抽(chou)水(shui)(shui)蓄(xu)(xu)(xu)(xu)(xu)(xu)能(neng)電(dian)站,保障電(dian)網(wang)以(yi)及特高(gao)壓電(dian)網(wang)安全(quan)(quan)穩(wen)定運(yun)行。到2022年,全(quan)(quan)省抽(chou)水(shui)(shui)蓄(xu)(xu)(xu)(xu)(xu)(xu)能(neng)電(dian)站裝機容(rong)量(liang)(liang)達(da)(da)到300萬(wan)(wan)千瓦左(zuo)右(you);到2028年,全(quan)(quan)省抽(chou)水(shui)(shui)蓄(xu)(xu)(xu)(xu)(xu)(xu)能(neng)電(dian)站裝機容(rong)量(liang)(liang)達(da)(da)到800萬(wan)(wan)千瓦左(zuo)右(you)。
2.綠(lv)色(se)熱(re)(re)(re)力(li)(li)。結(jie)合國家推進北方(fang)地(di)區(qu)(qu)清潔(jie)取(qu)暖的部(bu)署要求,統籌區(qu)(qu)域內(nei)能(neng)源(yuan)資(zi)源(yuan)供(gong)應、環(huan)境(jing)約束、經濟承受能(neng)力(li)(li)和取(qu)暖用(yong)熱(re)(re)(re)特(te)點,按照(zhao)宜氣則(ze)氣、宜電則(ze)電、宜可再(zai)生能(neng)源(yuan)則(ze)可再(zai)生能(neng)源(yuan)和集(ji)(ji)中與分散相(xiang)結(jie)合原則(ze),在優先發展集(ji)(ji)中供(gong)熱(re)(re)(re)的同時,積極發展電能(neng)、地(di)熱(re)(re)(re)能(neng)、生物質能(neng)、太陽能(neng)等(deng)多種清潔(jie)供(gong)熱(re)(re)(re),逐步實(shi)現供(gong)熱(re)(re)(re)資(zi)源(yuan)和形式的多元化、靈活性,加快供(gong)熱(re)(re)(re)領域各類可再(zai)生能(neng)源(yuan)對化石能(neng)源(yuan)的替(ti)代。力(li)(li)爭(zheng)到(dao)2022年,全省(sheng)綠(lv)色(se)熱(re)(re)(re)力(li)(li)取(qu)暖面積占(zhan)比達到(dao)15%以上(shang)。到(dao)2028年,全省(sheng)綠(lv)色(se)熱(re)(re)(re)力(li)(li)取(qu)暖面積占(zhan)比達到(dao)25%左右。
電(dian)(dian)能(neng)(neng)取(qu)(qu)(qu)暖(nuan)。結合取(qu)(qu)(qu)暖(nuan)區域的(de)熱(re)負(fu)荷(he)特性、取(qu)(qu)(qu)暖(nuan)規模(mo)、電(dian)(dian)力(li)(li)資源(yuan)(yuan)等因素,在與電(dian)(dian)網(wang)公司(si)做好充分銜接、落實配套電(dian)(dian)網(wang)建設(she)改造、保障電(dian)(dian)力(li)(li)安全供應的(de)基礎上(shang),因地制宜發展電(dian)(dian)取(qu)(qu)(qu)暖(nuan)。在商場(chang)、醫院(yuan)、學(xue)校等公共(gong)服務場(chang)所(suo)(suo)和新型社(she)區,優先選用(yong)空(kong)(kong)氣(qi)(qi)源(yuan)(yuan)、污水源(yuan)(yuan)、地源(yuan)(yuan)、海水源(yuan)(yuan)等熱(re)泵取(qu)(qu)(qu)暖(nuan),提升(sheng)電(dian)(dian)能(neng)(neng)取(qu)(qu)(qu)暖(nuan)效(xiao)率。鼓勵有條(tiao)件的(de)大型商場(chang)、辦公場(chang)所(suo)(suo)、酒店等晝夜(ye)冷熱(re)負(fu)荷(he)變化(hua)較(jiao)大的(de)建筑配套建設(she)電(dian)(dian)蓄(xu)熱(re)(冷)設(she)施,促進電(dian)(dian)力(li)(li)負(fu)荷(he)的(de)移峰(feng)填谷,降低運行成本。在不具備市政集(ji)(ji)中供熱(re)的(de)區域,優先推(tui)廣熱(re)泵、蓄(xu)熱(re)式(shi)(shi)電(dian)(dian)鍋爐等集(ji)(ji)中供熱(re)技術;對于不具備集(ji)(ji)中供暖(nuan)條(tiao)件的(de)區域,優先推(tui)廣家用(yong)空(kong)(kong)氣(qi)(qi)源(yuan)(yuan)熱(re)泵技術,或合理選擇使(shi)用(yong)蓄(xu)熱(re)式(shi)(shi)電(dian)(dian)暖(nuan)氣(qi)(qi)、碳晶電(dian)(dian)采暖(nuan)等分散(san)式(shi)(shi)電(dian)(dian)采暖(nuan)技術。到2022年,全省電(dian)(dian)能(neng)(neng)取(qu)(qu)(qu)暖(nuan)面積(ji)達到3億(yi)平方米(mi)以上(shang)。
地(di)(di)(di)熱(re)(re)能(neng)(neng)供(gong)暖(nuan)(nuan)(nuan)(制(zhi)(zhi)冷)。充分(fen)(fen)發揮我省地(di)(di)(di)熱(re)(re)能(neng)(neng)資源儲量大、分(fen)(fen)布廣等特(te)點,因地(di)(di)(di)制(zhi)(zhi)宜(yi)、規范有(you)序推(tui)廣使(shi)用(yong)集中(zhong)與(yu)分(fen)(fen)散(san)(san)式(shi)(shi)(shi)取暖(nuan)(nuan)(nuan)。積(ji)極推(tui)動(dong)中(zhong)深層(ceng)地(di)(di)(di)熱(re)(re)能(neng)(neng)取暖(nuan)(nuan)(nuan),根據(ju)地(di)(di)(di)熱(re)(re)能(neng)(neng)資源分(fen)(fen)布及供(gong)熱(re)(re)市(shi)場需求(qiu),在“取熱(re)(re)不取水(shui)”的(de)(de)原則下,采(cai)用(yong)“采(cai)灌(guan)均衡、間(jian)接換(huan)熱(re)(re)”或“井下換(huan)熱(re)(re)”的(de)(de)工藝(yi)技(ji)術,在魯西北、膠(jiao)東、魯中(zhong)(西)南等地(di)(di)(di)熱(re)(re)資源相對富(fu)集地(di)(di)(di)區,采(cai)用(yong)“集中(zhong)式(shi)(shi)(shi)與(yu)分(fen)(fen)散(san)(san)式(shi)(shi)(shi)相結合(he)”的(de)(de)方式(shi)(shi)(shi)推(tui)進中(zhong)深層(ceng)地(di)(di)(di)熱(re)(re)能(neng)(neng)取暖(nuan)(nuan)(nuan)。大力開發淺(qian)層(ceng)地(di)(di)(di)熱(re)(re)能(neng)(neng)取暖(nuan)(nuan)(nuan),按照“因地(di)(di)(di)制(zhi)(zhi)宜(yi),集約開發,加強監管(guan),注重環(huan)保”的(de)(de)原則,采(cai)用(yong)熱(re)(re)泵技(ji)術為主,開發利用(yong)淺(qian)層(ceng)地(di)(di)(di)熱(re)(re)能(neng)(neng)取暖(nuan)(nuan)(nuan)(制(zhi)(zhi)冷),經(jing)濟(ji)高效的(de)(de)替代散(san)(san)煤(mei)取暖(nuan)(nuan)(nuan)。到2022年,全省地(di)(di)(di)熱(re)(re)能(neng)(neng)取暖(nuan)(nuan)(nuan)面積(ji)達到7000萬平方米左右。
生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)能(neng)供(gong)熱(re)(re)。充分(fen)(fen)(fen)發揮我省(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)能(neng)資(zi)源儲量(liang)大、品種多、分(fen)(fen)(fen)布廣等優(you)勢,按照(zhao)就(jiu)地(di)(di)收集(ji)、就(jiu)地(di)(di)消(xiao)費原則,積(ji)極發展生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)能(neng)清潔供(gong)暖(nuan)、供(gong)熱(re)(re)。新(xin)建農林生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)發電項目全部按照(zhao)熱(re)(re)電聯(lian)產(chan)集(ji)中取暖(nuan)規劃(hua)建設,作(zuo)為(wei)縣城(cheng)及周邊(bian)(bian)鄉(xiang)鎮、農村社區(qu)的(de)重要熱(re)(re)源;結(jie)合用熱(re)(re)需求和(he)技術經濟(ji)可行性,對已投運(yun)農林生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)純凝發電項目有序進行供(gong)熱(re)(re)改造,積(ji)極為(wei)周邊(bian)(bian)城(cheng)鄉(xiang)居(ju)民及工業園區(qu)企業供(gong)暖(nuan)、供(gong)氣。在落實(shi)環保、選址、垃圾(ji)資(zi)源及社會(hui)風(feng)險評估的(de)前提下,穩步推進城(cheng)鎮生(sheng)(sheng)活(huo)垃圾(ji)焚燒熱(re)(re)電聯(lian)產(chan)項目。在生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)資(zi)源豐富的(de)地(di)(di)區(qu),科(ke)學(xue)規劃(hua)布局(ju)建設分(fen)(fen)(fen)布式(shi)生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)成型燃料收集(ji)、加工和(he)銷售基地(di)(di),采用生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)鍋爐和(he)生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)節能(neng)環保爐具等方(fang)式(shi),為(wei)城(cheng)鄉(xiang)公共服務設施、新(xin)型農村社區(qu)集(ji)中供(gong)暖(nuan)和(he)農戶分(fen)(fen)(fen)散供(gong)暖(nuan)。力爭到2022年,全省(sheng)(sheng)生(sheng)(sheng)物(wu)(wu)(wu)質(zhi)(zhi)能(neng)供(gong)暖(nuan)面(mian)積(ji)達到1.5億平(ping)方(fang)米(mi)左右。
太(tai)陽(yang)能(neng)(neng)(neng)(neng)供(gong)(gong)熱。依托我(wo)省太(tai)陽(yang)能(neng)(neng)(neng)(neng)資源(yuan)和光熱產業優勢,大力推廣“太(tai)陽(yang)能(neng)(neng)(neng)(neng)+”多(duo)能(neng)(neng)(neng)(neng)互補熱利(li)(li)用(yong)模式,實現太(tai)陽(yang)能(neng)(neng)(neng)(neng)與空氣(qi)(qi)能(neng)(neng)(neng)(neng)、地熱能(neng)(neng)(neng)(neng)、生物質能(neng)(neng)(neng)(neng)、天(tian)然氣(qi)(qi)、電能(neng)(neng)(neng)(neng)等多(duo)能(neng)(neng)(neng)(neng)互補,采用(yong)集中式與分布式相(xiang)結合的方式,在條件適宜的小城鎮(zhen)、民用(yong)和公共建筑上推廣太(tai)陽(yang)能(neng)(neng)(neng)(neng)供(gong)(gong)暖(nuan)系統;在農業大棚、養殖場等用(yong)熱需(xu)求(qiu)大且與太(tai)陽(yang)能(neng)(neng)(neng)(neng)特性匹配(pei)的行業,充分利(li)(li)用(yong)太(tai)陽(yang)能(neng)(neng)(neng)(neng)進行供(gong)(gong)熱。到2022年(nian),全(quan)省“太(tai)陽(yang)能(neng)(neng)(neng)(neng)+其他”清潔能(neng)(neng)(neng)(neng)源(yuan)取暖(nuan)面(mian)積達到500萬平方米左右。
核(he)能供熱。密(mi)切跟蹤低(di)溫(wen)供熱堆技術(shu)商業化應(ying)用(yong)成熟度,借(jie)鑒北京燕龍泳(yong)池(chi)式低(di)溫(wen)供熱核(he)反應(ying)堆的技術(shu)應(ying)用(yong),積極推(tui)進(jin)核(he)能示范(fan)項(xiang)目(mu)研究(jiu)論證,在(zai)有條(tiao)件的地(di)方開展海上(shang)浮(fu)動(dong)堆和小型低(di)溫(wen)供熱堆示范(fan)項(xiang)目(mu)前期工作。
3.綠(lv)色(se)交(jiao)通。以提高能源利用(yong)效率、降低排放為核心,加快推進新能源汽車推廣應用(yong),完善(shan)充電基礎(chu)設(she)(she)施,創新發展模式,積(ji)極推進綠(lv)色(se)交(jiao)通省份(fen)建設(she)(she)。

充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設施(shi)。圍(wei)繞充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設施(shi)與電(dian)(dian)(dian)動(dong)汽車(che)(che)(che)(che)(che)協調發展,加快(kuai)構建以用(yong)戶居住地停(ting)車(che)(che)(che)(che)(che)位(wei)、單位(wei)停(ting)車(che)(che)(che)(che)(che)場、公交及出(chu)租車(che)(che)(che)(che)(che)場站等配建的專用(yong)充(chong)電(dian)(dian)(dian)設施(shi)為(wei)主體(ti),以公共(gong)建筑物(wu)停(ting)車(che)(che)(che)(che)(che)場、社會公共(gong)停(ting)車(che)(che)(che)(che)(che)場、臨(lin)時停(ting)車(che)(che)(che)(che)(che)位(wei)等配建的公共(gong)充(chong)電(dian)(dian)(dian)設施(shi)為(wei)輔助,以獨立占地的城(cheng)市快(kuai)充(chong)站、換電(dian)(dian)(dian)站和高速公路服(fu)(fu)務(wu)區、國省道兩(liang)側配建的城(cheng)際快(kuai)充(chong)站為(wei)補充(chong),以充(chong)電(dian)(dian)(dian)智能服(fu)(fu)務(wu)平臺(tai)為(wei)支撐的電(dian)(dian)(dian)動(dong)汽車(che)(che)(che)(che)(che)充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設施(shi)服(fu)(fu)務(wu)體(ti)系,保(bao)障電(dian)(dian)(dian)動(dong)汽車(che)(che)(che)(che)(che)順(shun)暢出(chu)行。到(dao)2022年,全省充(chong)電(dian)(dian)(dian)基(ji)(ji)礎(chu)(chu)設施(shi)保(bao)有量(liang)達到(dao)10萬個以上。
新(xin)(xin)模式、新(xin)(xin)業(ye)(ye)態。創新(xin)(xin)“新(xin)(xin)能源汽車+互聯網”業(ye)(ye)務新(xin)(xin)模式,推進租賃(lin)業(ye)(ye)務與(yu)現代信息平臺融(rong)合,支(zhi)持充(chong)(chong)電(dian)裝備(bei)制造企(qi)業(ye)(ye)開展運營模式創新(xin)(xin)。積極探(tan)索車輛(liang)共享(xiang)、分時(shi)租賃(lin)、整車租賃(lin)等(deng)模式,鼓勵社(she)區、園區等(deng)區域建設共享(xiang)充(chong)(chong)電(dian)樁(zhuang),打(da)造新(xin)(xin)能源汽車領域新(xin)(xin)模式、新(xin)(xin)業(ye)(ye)態,帶(dai)動新(xin)(xin)能源汽車產(chan)業(ye)(ye)快速發展。

1.新(xin)(xin)(xin)(xin)能源(yuan)汽(qi)(qi)車(che)(che)(che)產(chan)(chan)業(ye)集群。以(yi)濟南(nan)、濰(wei)坊、聊城為重(zhong)點,支持(chi)骨干企業(ye)做大(da)(da)做強,加(jia)快(kuai)發(fa)(fa)展(zhan)新(xin)(xin)(xin)(xin)能源(yuan)高檔客車(che)(che)(che)和(he)載貨(huo)車(che)(che)(che)以(yi)及環衛(wei)、醫療、園林等(deng)行業(ye)專用車(che)(che)(che),形成完整的(de)產(chan)(chan)業(ye)鏈條,打造全國(guo)一流的(de)節能與新(xin)(xin)(xin)(xin)能源(yuan)商(shang)用車(che)(che)(che)生產(chan)(chan)基(ji)地(di)。以(yi)青島(dao)、淄(zi)博(bo)等(deng)為重(zhong)點,發(fa)(fa)展(zhan)新(xin)(xin)(xin)(xin)能源(yuan)乘用車(che)(che)(che)項目(mu),促進新(xin)(xin)(xin)(xin)能源(yuan)乘用車(che)(che)(che)提升(sheng)檔次、快(kuai)速發(fa)(fa)展(zhan),實現傳統汽(qi)(qi)車(che)(che)(che)與新(xin)(xin)(xin)(xin)能源(yuan)汽(qi)(qi)車(che)(che)(che)轉換(huan)接續,建設全國(guo)重(zhong)要的(de)新(xin)(xin)(xin)(xin)能源(yuan)乘用車(che)(che)(che)生產(chan)(chan)基(ji)地(di)。以(yi)青島(dao)、淄(zi)博(bo)、棗莊(zhuang)、濰(wei)坊為重(zhong)點,加(jia)快(kuai)突破技術瓶(ping)頸(jing),大(da)(da)力(li)(li)發(fa)(fa)展(zhan)純電(dian)動(dong)(dong)汽(qi)(qi)車(che)(che)(che)用動(dong)(dong)力(li)(li)電(dian)池(chi),建設全國(guo)重(zhong)要的(de)新(xin)(xin)(xin)(xin)能源(yuan)汽(qi)(qi)車(che)(che)(che)動(dong)(dong)力(li)(li)電(dian)池(chi)生產(chan)(chan)基(ji)地(di)。支持(chi)淄(zi)博(bo)市(shi)加(jia)快(kuai)發(fa)(fa)展(zhan)新(xin)(xin)(xin)(xin)能源(yuan)汽(qi)(qi)車(che)(che)(che)用高性能電(dian)機(ji),擴(kuo)大(da)(da)生產(chan)(chan)規(gui)模,建設先(xian)進電(dian)機(ji)產(chan)(chan)業(ye)裝備生產(chan)(chan)基(ji)地(di)。
2.核(he)(he)(he)(he)電(dian)(dian)裝備(bei)產(chan)業集(ji)群。以濟南、煙(yan)臺、威(wei)海(hai)為重點,著(zhu)力(li)發展百萬千(qian)瓦級及第三(san)代(dai)、第四代(dai)核(he)(he)(he)(he)電(dian)(dian)裝備(bei)研發制造(zao),圍繞華(hua)龍(long)一號(hao)、AP1000、高(gao)溫(wen)(wen)氣冷堆(dui)、海(hai)上(shang)浮動堆(dui)等相(xiang)配套的核(he)(he)(he)(he)電(dian)(dian)用鋼(gang)制安全殼、結構模(mo)塊、設(she)(she)備(bei)模(mo)塊、一體(ti)化(hua)堆(dui)頂組件、核(he)(he)(he)(he)電(dian)(dian)法蘭、鑄造(zao)主(zhu)(zhu)管道、壓力(li)容(rong)器(qi)、穩壓器(qi)、主(zhu)(zhu)泵(beng)泵(beng)殼、核(he)(he)(he)(he)燃料(liao)處理設(she)(she)備(bei)等核(he)(he)(he)(he)電(dian)(dian)關鍵(jian)設(she)(she)備(bei),強化(hua)自(zi)主(zhu)(zhu)研發能(neng)(neng)(neng)力(li)建(jian)設(she)(she),壯大產(chan)業規模(mo)和競(jing)爭實力(li)。支持煙(yan)臺國家級核(he)(he)(he)(he)電(dian)(dian)研發中心(xin)和核(he)(he)(he)(he)電(dian)(dian)領(ling)域(yu)(yu)檢驗檢測中心(xin)、濟南核(he)(he)(he)(he)電(dian)(dian)材料(liao)及核(he)(he)(he)(he)壓力(li)容(rong)器(qi)基地、威(wei)海(hai)核(he)(he)(he)(he)能(neng)(neng)(neng)利用國際創新(xin)示范園建(jian)設(she)(she),穩妥推進海(hai)上(shang)清潔能(neng)(neng)(neng)源綜合供給平(ping)臺、低(di)溫(wen)(wen)供熱堆(dui)等核(he)(he)(he)(he)能(neng)(neng)(neng)綜合應(ying)用項目,打造(zao)世界(jie)知(zhi)名的集(ji)核(he)(he)(he)(he)電(dian)(dian)材料(liao)研發、核(he)(he)(he)(he)電(dian)(dian)裝備(bei)制造(zao)、核(he)(he)(he)(he)電(dian)(dian)站建(jian)設(she)(she)與運維、中低(di)放核(he)(he)(he)(he)廢(fei)物處理、核(he)(he)(he)(he)設(she)(she)施退役后處理、核(he)(he)(he)(he)能(neng)(neng)(neng)多領(ling)域(yu)(yu)應(ying)用等于一體(ti)的核(he)(he)(he)(he)電(dian)(dian)產(chan)業集(ji)群和核(he)(he)(he)(he)技術創新(xin)集(ji)成(cheng)基地。

4.氫(qing)(qing)能(neng)產業(ye)集群(qun)。以(yi)濟南、青島、濰(wei)坊為(wei)重點,立足前(qian)(qian)沿、打造尖端(duan),綜合推廣利用氫(qing)(qing)能(neng)源。積極推進濟南“中國氫(qing)(qing)谷”建設(she),推動(dong)氫(qing)(qing)能(neng)制備、儲運、加氫(qing)(qing)基(ji)礎設(she)施和燃(ran)(ran)料電(dian)(dian)池(chi)(chi)關鍵零(ling)部(bu)件(jian)以(yi)及(ji)關鍵材料等方向領先(xian)的中央企(qi)業(ye)在(zai)我省落戶。依托(tuo)濟南、濰(wei)坊等市(shi)骨干企(qi)業(ye),建立氫(qing)(qing)燃(ran)(ran)料電(dian)(dian)池(chi)(chi)創新中心(xin),加快突(tu)破核心(xin)技術(shu),盡快實現產業(ye)化,建設(she)氫(qing)(qing)燃(ran)(ran)料電(dian)(dian)池(chi)(chi)汽(qi)車(che)產業(ye)相關的動(dong)力系統、核心(xin)部(bu)件(jian)及(ji)關鍵零(ling)部(bu)件(jian)生產基(ji)地,力爭在(zai)氫(qing)(qing)燃(ran)(ran)料電(dian)(dian)池(chi)(chi)汽(qi)車(che)發展上走在(zai)全(quan)國前(qian)(qian)列(lie)。
5.海(hai)上(shang)風(feng)電(dian)(dian)制(zhi)(zhi)(zhi)造與(yu)(yu)應用(yong)產(chan)業(ye)(ye)集群。以青島(dao)、煙臺、東營、濰坊、威海(hai)、日照、濱州等(deng)市為重點,圍繞海(hai)洋強省戰略(lve)組織實(shi)施和“千萬千瓦級(ji)海(hai)上(shang)風(feng)電(dian)(dian)基(ji)地(di)”規(gui)劃(hua)建(jian)設,加快(kuai)推(tui)進(jin)6兆瓦、8兆瓦及(ji)以上(shang)大功率海(hai)上(shang)風(feng)電(dian)(dian)設備研(yan)制(zhi)(zhi)(zhi)及(ji)使用(yong),帶(dai)動相(xiang)關配套裝(zhuang)(zhuang)備產(chan)業(ye)(ye)發(fa)展(zhan)(zhan),建(jian)設高端(duan)海(hai)上(shang)風(feng)電(dian)(dian)裝(zhuang)(zhuang)備制(zhi)(zhi)(zhi)造基(ji)地(di)。支持蓬萊(lai)爭取國(guo)家(jia)級(ji)海(hai)上(shang)風(feng)電(dian)(dian)檢測基(ji),帶(dai)動風(feng)機制(zhi)(zhi)(zhi)造、海(hai)洋裝(zhuang)(zhuang)備、技術(shu)研(yan)發(fa)等(deng)全產(chan)業(ye)(ye)鏈(lian)協同發(fa)展(zhan)(zhan)。按照試點先行、有(you)序推(tui)進(jin)的原則,科(ke)學推(tui)動海(hai)上(shang)風(feng)電(dian)(dian)開發(fa)建(jian)設,支持海(hai)上(shang)風(feng)電(dian)(dian)與(yu)(yu)海(hai)洋牧場、波浪能、潮流能等(deng)融合(he)發(fa)展(zhan)(zhan),形成產(chan)業(ye)(ye)發(fa)展(zhan)(zhan)與(yu)(yu)推(tui)廣應用(yong)相(xiang)互配套、協同發(fa)展(zhan)(zhan)的建(jian)設格局(ju)。

五、保障措施

(二)加(jia)大(da)體(ti)制機制創新(xin)(xin)。持(chi)(chi)續(xu)深化(hua)放(fang)(fang)(fang)管(guan)服改(gai)革,按照權利和(he)責任同步下放(fang)(fang)(fang)、調控(kong)和(he)監(jian)督同步加(jia)強(qiang)的(de)(de)要求,加(jia)大(da)簡政(zheng)放(fang)(fang)(fang)權力度(du),加(jia)強(qiang)事中事后監(jian)管(guan),改(gai)進優(you)化(hua)政(zheng)務服務、健全法制保(bao)障(zhang)體(ti)系(xi),建設包容創新(xin)(xin)、審(shen)慎(shen)監(jian)管(guan)、運行(xing)高效、法治規(gui)范的(de)(de)服務型(xing)政(zheng)府。完善以(yi)負面清單(dan)為主的(de)(de)產業準(zhun)(zhun)入(ru)制度(du),除國家規(gui)定必須保(bao)持(chi)(chi)國有資本控(kong)股的(de)(de)企業外,最大(da)限度(du)地放(fang)(fang)(fang)寬投(tou)資準(zhun)(zhun)入(ru),營造寬松(song)便(bian)捷的(de)(de)市(shi)場(chang)準(zhun)(zhun)入(ru)環境(jing)、公平有序的(de)(de)市(shi)場(chang)競爭環境(jing)、安全放(fang)(fang)(fang)心的(de)(de)市(shi)場(chang)消費(fei)環境(jing)。持(chi)(chi)續(xu)深化(hua)電力體(ti)制改(gai)革,完善相(xiang)關政(zheng)策法規(gui)、決策和(he)激勵機制,建立完善保(bao)障(zhang)新(xin)(xin)能源產業可持(chi)(chi)續(xu)發展(zhan)(zhan)的(de)(de)制度(du)體(ti)系(xi)和(he)長效機制;深化(hua)電價改(gai)革,探索建立反映市(shi)場(chang)供需關系(xi)、資源稀缺程度(du)和(he)環境(jing)損害成本的(de)(de)新(xin)(xin)能源價格體(ti)系(xi)。貫徹更加(jia)包容和(he)鼓勵創新(xin)(xin)的(de)(de)治理(li)理(li)念(nian),針對(dui)新(xin)(xin)技術(shu)、新(xin)(xin)產業、新(xin)(xin)業態(tai)、新(xin)(xin)模式,降低準(zhun)(zhun)入(ru)門檻,推行(xing)動態(tai)審(shen)慎(shen)監(jian)管(guan),包容處(chu)于(yu)發展(zhan)(zhan)初期的(de)(de)新(xin)(xin)業態(tai)。

(四)完善(shan)財(cai)(cai)稅(shui)(shui)(shui)和(he)價(jia)格(ge)(ge)體(ti)(ti)(ti)系。遵循財(cai)(cai)稅(shui)(shui)(shui)和(he)價(jia)格(ge)(ge)改(gai)革方向,強(qiang)化財(cai)(cai)政(zheng)激勵(li)、稅(shui)(shui)(shui)收和(he)價(jia)格(ge)(ge)引(yin)(yin)導(dao)功能,支持(chi)新(xin)能源(yuan)(yuan)產(chan)業(ye)(ye)技(ji)(ji)術(shu)(shu)創新(xin)和(he)轉型升級。進一(yi)步加大財(cai)(cai)政(zheng)資(zi)金對可(ke)再(zai)生(sheng)能源(yuan)(yuan)資(zi)源(yuan)(yuan)評價(jia)、技(ji)(ji)術(shu)(shu)研發(fa)、平臺(tai)建設(she)、人才培養、標準制定、檢測(ce)認證體(ti)(ti)(ti)系建設(she)等(deng)基礎性領域、前沿性學科以及(ji)示范(fan)工程的傾斜(xie)力度(du),激勵(li)社會資(zi)本投(tou)資(zi)新(xin)能源(yuan)(yuan)產(chan)業(ye)(ye)。嚴(yan)格(ge)(ge)落實國家對風電(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)、生(sheng)物質(zhi)發(fa)電(dian)(dian)(dian)等(deng)新(xin)能源(yuan)(yuan)發(fa)電(dian)(dian)(dian)項目(mu)以及(ji)戰略性新(xin)興產(chan)業(ye)(ye)、高(gao)新(xin)技(ji)(ji)術(shu)(shu)企業(ye)(ye)的增(zeng)值稅(shui)(shui)(shui)、所得稅(shui)(shui)(shui)、費(fei)用減免等(deng)稅(shui)(shui)(shui)費(fei)政(zheng)策(ce),減輕(qing)企業(ye)(ye)負(fu)擔,增(zeng)強(qiang)企業(ye)(ye)活力。實施(shi)清潔(jie)能源(yuan)(yuan)取暖財(cai)(cai)政(zheng)扶持(chi)引(yin)(yin)導(dao)政(zheng)策(ce)。對符合國家規(gui)定的新(xin)能源(yuan)(yuan)發(fa)電(dian)(dian)(dian)項目(mu),及(ji)時申報可(ke)再(zai)生(sheng)能源(yuan)(yuan)電(dian)(dian)(dian)價(jia)資(zi)金附加補助(zhu)目(mu)錄;探索通過招(zhao)標等(deng)競爭性方式配(pei)置(zhi)資(zi)源(yuan)(yuan),引(yin)(yin)進技(ji)(ji)術(shu)(shu)和(he)經濟(ji)實力較強(qiang)的投(tou)資(zi)主體(ti)(ti)(ti)參(can)與(yu)項目(mu)建設(she),推(tui)進技(ji)(ji)術(shu)(shu)水平提升和(he)上(shang)網(wang)電(dian)(dian)(dian)價(jia)下降,逐步建立(li)新(xin)能源(yuan)(yuan)發(fa)電(dian)(dian)(dian)價(jia)格(ge)(ge)補貼退出(chu)機(ji)制。
(五)拓寬投(tou)(tou)(tou)融(rong)(rong)資(zi)(zi)(zi)(zi)渠道。創(chuang)新(xin)適(shi)應新(xin)能(neng)(neng)(neng)源(yuan)產(chan)業的(de)(de)融(rong)(rong)資(zi)(zi)(zi)(zi)方式(shi)(shi)和金(jin)融(rong)(rong)服(fu)務(wu)模式(shi)(shi),采(cai)用多種投(tou)(tou)(tou)融(rong)(rong)資(zi)(zi)(zi)(zi)模式(shi)(shi)促(cu)進新(xin)能(neng)(neng)(neng)源(yuan)產(chan)業發展。鼓(gu)勵(li)國有資(zi)(zi)(zi)(zi)本(ben)(ben)、民營資(zi)(zi)(zi)(zi)本(ben)(ben)等各類社(she)會資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)新(xin)能(neng)(neng)(neng)源(yuan)產(chan)業,鼓(gu)勵(li)民營企(qi)(qi)業通(tong)(tong)過參股(gu)、控股(gu)、資(zi)(zi)(zi)(zi)產(chan)收購等多種方式(shi)(shi)參與(yu)(yu)國有企(qi)(qi)業改制重組(zu)。探索(suo)建(jian)立項(xiang)目推介常(chang)態(tai)化制度,搭建(jian)銀企(qi)(qi)交流(liu)平臺(tai),積極引導銀行等金(jin)融(rong)(rong)機構采(cai)取投(tou)(tou)(tou)貸聯動等新(xin)模式(shi)(shi),加(jia)大對新(xin)能(neng)(neng)(neng)源(yuan)產(chan)業傾斜支(zhi)持(chi)力(li)度。支(zhi)持(chi)具備條件的(de)(de)新(xin)能(neng)(neng)(neng)源(yuan)企(qi)(qi)業通(tong)(tong)過上市掛(gua)牌、發行債(zhai)券(quan)、私募股(gu)權(quan)等方式(shi)(shi)實現融(rong)(rong)資(zi)(zi)(zi)(zi)。充分發揮山東省(sheng)新(xin)舊動能(neng)(neng)(neng)轉換基(ji)金(jin)的(de)(de)作用,加(jia)大對新(xin)能(neng)(neng)(neng)源(yuan)領域技術創(chuang)新(xin)、產(chan)業化項(xiang)目和重大工程(cheng)的(de)(de)支(zhi)持(chi)和引導。支(zhi)持(chi)新(xin)能(neng)(neng)(neng)源(yuan)資(zi)(zi)(zi)(zi)源(yuan)、設備、服(fu)務(wu)、應用的(de)(de)資(zi)(zi)(zi)(zi)本(ben)(ben)化、證券(quan)化,為基(ji)于“互聯網+”的(de)(de)B2B、B2C、C2B等多種形態(tai)的(de)(de)商(shang)業模式(shi)(shi)創(chuang)新(xin)提供平臺(tai)。鼓(gu)勵(li)面向分布式(shi)(shi)能(neng)(neng)(neng)源(yuan)的(de)(de)融(rong)(rong)資(zi)(zi)(zi)(zi)租賃(lin)、政府與(yu)(yu)社(she)會資(zi)(zi)(zi)(zi)本(ben)(ben)合作(PPP)等靈活的(de)(de)投(tou)(tou)(tou)融(rong)(rong)資(zi)(zi)(zi)(zi)手段,促(cu)進能(neng)(neng)(neng)源(yuan)的(de)(de)就(jiu)地采(cai)集與(yu)(yu)高效利用。建(jian)立和完善新(xin)能(neng)(neng)(neng)源(yuan)產(chan)業鏈企(qi)(qi)業信用擔保體(ti)系(xi),提高中小(xiao)企(qi)(qi)業融(rong)(rong)資(zi)(zi)(zi)(zi)能(neng)(neng)(neng)力(li),擴大融(rong)(rong)資(zi)(zi)(zi)(zi)規(gui)模。
(六)擴大對(dui)外(wai)合作(zuo)。充分利用兩種資源、兩個市場,搶抓“一帶一路”建設(she)機遇,全方(fang)(fang)位實施新(xin)(xin)能(neng)源產業對(dui)外(wai)開放與(yu)合作(zuo)戰略。支持(chi)我省(sheng)(sheng)優勢新(xin)(xin)能(neng)源企業“走出去”,加強與(yu)國(guo)(境)外(wai)優秀企業合作(zuo),通(tong)過(guo)相互投(tou)資、拓(tuo)展市場等方(fang)(fang)式,對(dui)關鍵新(xin)(xin)能(neng)源技術和(he)設(she)備(bei)引進、消化、吸收和(he)再創新(xin)(xin),全面(mian)提升我省(sheng)(sheng)新(xin)(xin)能(neng)源科技創新(xin)(xin)能(neng)力和(he)裝備(bei)制造水平。
